(Laibach est nom Allemand de la capitale slovène Ljubljana).
Bref historique : au cours de la seconde guerre mondiale, la Yougoslavie est dépecée par les pays de l'axe Allemagne-Italie-Hongrie.
L'actuelle Slovénie est partagée entre l'Italie et le Reich Nazi, ors en septembre 1943, suite au revirement Italien, les Nazis érigent une province autonome (OZAK) qui recouvre la partie Italienne de la Slovénie actuelle - un gouvernement local (collaborationniste) sera mis en place avec émission de timbres et de monnaie (d’où ce billet). La région repassera sous tutelle yougoslave dés le 09 mai 1945.
